Half way there

"Conscription not to be abolished, only made dormant." Well, at least we are half way there!

Using semantics the Secretary is claiming the new recruitment is going to be volontary, but that this does not mean that the Armed Forces will become a professional Armed Forces. Well mr Secretary if they are not conscripted but rather employed that makes it a professional Armed Forces! Sorry to point out the obvious, but that's just the way it is!
